Founded with Purpose-Built on Experience

Diane Willoughby, founder of AlcComply, brings over a decade of municipal licensing experience to the table. During her 11 years in local government, Diane saw firsthand the challenges small businesses and nonprofits face—particularly when it comes to navigating the complexities of alcohol licensing. Limited resources and lack of specialized knowledge often stood in the way of compliance and success.
Driven by a passion to support Massachusetts business owners, Diane launched AlcComply in 2022 to simplify the licensing process and provide expert document preparation services. In 2023, AlcComply expanded its offerings to include consulting services for municipalities, further strengthening our mission to bridge the gap between businesses and government regulations. In 2024 we began providing guidance in obtaining other related State and local permits–food service, food sales, and entertainment.

Effective Solutions

AlcComply alleviates some of the burdens of business owners. Maintaining alcohol license compliance is only one responsibility. By hiring us, owners can focus on the day-to-day running of their business.  Moreover, our rates are affordable.
Municipal licensing employees have multiple duties.  We analyze internal processes and recommend improvements. AlcComply works directly with licensees to submit amendment applications, thus, giving employees time to do other tasks.
Attorneys do not have to train a paralegal or other employee during periods of peak workload.  The firm can outsource application preparation and document gathering to an expert. Delays in filing applications can be avoided by providing accurate documentation.

Commitment

AlcComply assesses liquor license compliance needs.  We draft applications and review associated documents to meet regulations. Thus, more accurate documents reduce processing time at the local and State levels.

Knowledge

Liquor licensing in Massachusetts is governed by state law (M.G.L. Chapter 138) and regulations (204 CMR 2.00), but compliance doesn’t stop there. Many cities and towns also enforce additional local regulations. Adding food service/sales, entertainment, or expanding premises—can trigger involvement from multiple municipal departments, including zoning, planning, health, fire and building.
